for this debate tonight; jobs, the economy, health care. but first, a new distraction for the obama campaign during a critical week. it comes in the form of a video released by "the daily caller" of then-presidential candidate barack obama back in 2007. in it he speaks to a group mostly made up of black pastors. his speech got some coverage at the time he delivered it, but his prepared remarks did not include some of the off-the-cuff, off-prompter moments, if you will, alluding to alleged racism to hurricane katrina and spending decisions made by our elected leaders. our chief congressional correspondent mike emanuel is live in washington with more. mike? >> reporter: hi, megyn. the tone has attracted some attention with then-candidate obama sounding different as he spoke to a large group of african-american religious leaders in virginia. one major topic was mr. obama trying to contrast the response to hurricane katrina and other high-profile disasters. >> when 9/11 happened in new york city, they said this is too serious a problem, we can't expect new york city to rebuild on its own. forget
the stafford act to assist new orleans after katrina. 10 days before senator obama gave this speech, the federal government did in fact waive the stafford act for new orleans. and to add insult to injury, barack obama was one of 14 senators who voted against the bill that, included the provision to give supplemental emergency assistance to new orleans of he was being dishonest and divisive, which we have seen far too often from him in the last four years. former governor sarah palin is here. i am curious, i know he voted against the starveord act. but i am curious, that was part of a bill that had funding for iraq. that's why he was opposing the war in iraq. does that have any impact on your thoughts about this? >> yeah, it sure does. it makes me disrespect president obama, then candidate obama even more because he believed on principle that in order to defund our troops, the provision was in that legislation, included not releasing those katrina relief funds, it's a whole ball of wax. it's appalling, truly, in order to defund our troops, he took that stand to vote against it? then
a dozen times. that's also the message of a new ad on romney's tax plan from the obama campaign. >> why won't romney level with us about his tax plan which gives the wealthy huge new tax breaks? if we can't trust him here, how could we ever trust him here? >> the romney campaign has taken issue of course with what the obama campaign uses which is a tax policy center analysis. in that ad that draws on the -- to argue that mitt romney's tax plan depends on a $5 trillion tax cut that's not paid for. the conclusion they drew is the only way you offset those tax cuts over ten years, after handcuffing yourself on the pledges that romney has made to reduce tax rates across the board by 20% eliminating the alternative minimum tax and erasing the federal estate tax is to eliminate deductions that will inevitably touch the middle class. the romney folks say the obama campaign and tax policy center created a strawman. the problem is the romney campaign hasn't created their own and responded with any detail on how they would do it. it becomes impossible at least politically once you account for the
